To obtain eTazkera inside Afghanistan, below you can find the complete step-by-step process:

  • Data Collection:
  • Identity Verification:
    • Submit filled form along with supporting documents listed in family and individual forms to nearest enrollment center for verification

    • Receive appointment for eTazkera enrollment

  • eTazkera Enrollment:
    • Visit the enrollment center as per the appointment. Head of family along with available family members should be present for family enrollment.

    • Visit individual enrollment desk for demographic and biometric registration.

    • Pay eTazkera Card Fee (100AFS).

    • Receive appointment for eTazkera Card Collection.

  • eTazkera Distribution: 

    • Visit distribution center as per the appointment

    • Submit receipt of eTazkera form

    • Complete the one to one verification of the eTazkera Card

    • Receive activated eTazkera Card

Paper Tazkera for Local Afghans

These services are for those who want to get new Tazkera as a whole family

Getting new Tazkera as a whole Family:

These services are for those who want to get new Tazkera as a whole family.

  • Presence of the children under 7 years’ age is not mandatory but children above 7 years old are must be present in the ACCRA office in order to get their Tazkera.

  • The applicant can receive Tazkera form from ACCRA website as well as the reception department of ACCRA and any other resource.

  • The highlighted area of the form is filled by the applicant himself.

  • The non-highlighted areas to be filled and then stamped by county councilor, village representative or government current employees as the voucher of the Tazkera Applicant.

  • The employment of the government employee, county councilor and village representative is mandatory to be confirmed by their relevant departments.

  • Six passport size photos are required for an applicant in order to get Tazkera.

  • After the form is filled and two government employees, county councilor or village representative guarantees as vouchers, the applicant must submit it to the nearest ACCRA reception department in the province where he/she lives.

  • After the assessment of the relevant department, the form is sent to Face Consolidation and Age Determination Committee in order to determine and consolidate applicant’s age and face.

  • The Tazkera applicant must submit his/her relatives’ (father, brother, uncle or cousin) original Tazkera or its copy along with (form and all family members’ six photos) with new Tazkera form as a whole family to the relevant department where their family row and series is found and written in the form accordingly.

  • The relevant department will issue and submit the Tazkera form bill to the applicant. According to this bill, the Tazkera applicant shall pay price (AFN 20 for two forms) of the Tazkera to the revenue department and submit a copy of the receipt to the relevant department.

The applicants can come to the ACCRA office on the time mentioned in the receipt slip and get their Tazkera from the relevant department.

This service is for the those who are above 18 years and have not gotten Tazkera yet.

  • Presence of the applicant for taking new Tazkera is Mandatory.

  • Applicant can receive Tazkera form from ACCRA website as well as the reception department of ACCRA and any other resource.

  • The highlighted area of the form is filled by the applicant himself.

  • The non-highlighted areas to be filled and then stamped by county councilor, village representative or government current employees as the voucher of the Tazkera Applicant.

Birth Registration:

Birth registration is done once a child is born; a birth cards is issues through which vaccination schedule is determined, and having a Birth card helps in speeding up the process of obtaining a national identity card (Tazkera) for children.

Why Birth Registration is Important?

Since having a birth certificate is every newborn’s right, parents need to obtain Birth Cards to ensure accurate date of birth and vaccination plan is determined for their kids; and to participate in civil registration process. It is highly recommended that parents have copies of their Tazkera while obtaining the Birth Card at the maternity hospital. Moreover, if the gender of the kid is identified prior to birth, it is advisable to choose a name for the newborn and fill the Birth Card.

Steps for Birth Registration

  • Moments later after a child is born at the maternity hospitals, a Birth Card is prepared for the newborn.

  • Prior to handing over the Birth Card to parents, a form need to be filled by parents and submitted to the in-charge person at the hospital.

  • Birth registration indicators are determined by the in-charge person at the hospital from the filled form and store it in the database, after receiving complete information, the Birth Card will be delivered to the vital statistics directorate for signing.

  • After signing the Birth Card by the director of vital statistics, the Birth Card is handed over to the parents of newborn.

  • Copy of parents or any of the immediate family members’ Tazkera is necessary for obtaining a Birth Card

Note: In case a child is born at home or any other place other than hospital, parents can visit one of the nearest vital statistics offices to get a Birth Card for the newborn within three months.

Death registration is done by one of the immediate family members. To cultivate the culture of honoring an individual who passes away, it is crucial that his/her information is stored in a database; and his/her Tazkera get cancelled to avoid any social or wealth distribution misuse.

Why Death Registration is Important?

Besides honoring people who passed away and avoiding any social misuse of his/her identity, the death registration helps in accurate population counts in the country.

Steps for Death Registration:

  • Applicants must have a copy his/her Tazkera along with the copy of the person who has passed away while visiting a vital statistics office, and fill a death registration form.

  • Registrar receives the filled form along with copies of required documents from applicants and ensures completeness of the application.

  • Death registration form along with the required supporting documents are cross-checked with the records in population registration achieves.

  • Upon receiving a confirmation from populations registration, death record is added to the database. A receipt will be printed and sent to the director of vital statistics for signing.

  • Director of vital statistics will sign, stamp the receipt, and hands over the receipt to applicant.

Note: There is no time restrictions for death registration.

  • Registrar will collect filled form along with the required supporting document (copy of divorce letter issued by the court); and ensures completeness of the application.

  • Divorce registration will be done; details of the registration office is added to the Divorce Letter, and will be sent to the head of vital statics directorate for signing.

  • Head of vital statistics signs, stamps, and hands over the Divorce Letter to applicants.

Note: For divorce registration, having Divorce Letter and copies of the Tazkera of the husband and wife is crucial.
